Can people change province ? Do we need to change sin if there is province change ? Is Saskatchewan COPR valid to get sin in Ontario ? Will this impact Citizenship?

Have Saskatchewan COPR but want to settle in Ontario as have family

Yes, people can change provinces and it has no bearing on your social insurance number.  In terms of your permanent residence, you should really contact Canada Citizenship.
