discrepancy re: provincial and territorial tax owed

For my 2018-2019 tax returns, there is a giant discrepancy between refunds calculated by TT and Canada Revenue. 2018, TT indicated I would be receiving a refund of over $1400. That year I owed about $11.

 

2019, TT indicated a refund of $1200. That year I owed over $200. I had a similar situation last year and 2022 looks about the same. For this year, TT ended up with a $2100 refund. My early access NOA indicates a refund of around $680. 

 

The issue seems to be with line 428 (now 42800) for Provincial and Territorial tax. For each of these years, the TT software had me owing significantly less than I actually did. I've been trying to figure out what exactly happened, but am feeling very out of my element. I'm in BC Canada
