What is the fee to e-file a 1040-X for 2019 with Schedule C when I e-filed 2019 1040 on another service that has already been received refunded by IRS?

You have to first recreate the actual wrong original return. You can use the Forms Mode. Then when it matches each line that you really filed you have to tell Turbo Tax you will mail it so it thinks it was filed. Then you can amend it.

I think you can only efile an Amended return if the original return was efiled and accepted from the same online account. So the original would have to be done through Turbo Tax too.
Thanks VolvoGirl, but I read online you can upload or enter the 2019 1040 when filed on another service and Turbo Tax can e-file the 1040-X. The IRS documentation merely says the original return had to be filed electronically, but didn't say it had to be by the same company.

All the Desktop programs have the same forms. You just get more help and guidance in the higher versions.

I do not think that will work. "...you have to tell Turbo Tax you will mail it so it thinks it was filed...", yes, you cannot amend with the desktop if the TurboTax thinks the return was not filed, HOWEVER, by telling it that you paper filed (mailed) also tells it that you did NOT e-file so e-file the amended return will not be allowed and there is no way to do that. In order to e-file an amended return the .tax2019 data file must show that the return was e-filed and accepted either by downloading the .tax2019 file from a prior filed online account or an original e-filed desktop software.
