GST and Climate Incentive on my NOA shown as "Recovered by the program"??

I just recieved my express Notice of Assessment and it shows $488 of GST credit and $536 of "Climate Action Incentive" being "Recovered by the Program". What the heck??? I have been recieving the GST credit for years and am fully eligible and the Climate Incentive credit hasnt been around as long but I'm also eligible. Any idea why they suddenly took them back on this years return? My income or housing situation hasn't chsnged. The refund will be about $1000  less than I was expecting :(

Your GST and the Climate Action Benefit- is no longer part of your refund on your income tax return. These amounts are divided up and sent out: one monthly and the other quarterly.

Yes, I understand that, but what I'm saying is the amounts I received in 2023 for these credits have been deducted from my final 2023 tax refund. I'm now having to pay them back from last year. Why would this occur?

To clarify this change, you will need to contact the Canada Revenue Agency (CRA) at 1-800-959-8281.
