If you are still working for the same employer from Quebec then you will get the Releve 1 and need to complete it.
When your employer is in Québec:
I have a T4 and a matching RL-1
My employer is not in Quebec. I have not worked a single day in Quebec in 2019. I still received a RL1 because of a clerical mistake. Do I still enter my RL1 even though I have NOT worked in Quebec?
If you are sure that this RL-1 is issued by mistake then you have to contact your previous employer immediately to amend this slip. Unless this slip includes information regarding a severance package received in 2019 even if you had stopped working in 2018.
Unfortunately, you can't ignore this slip once it had reached CRA, the only one who can delete it is the employer. If you fear this is going to take a long time and you will owe an amount to CRA regardless of this slip, then you can submit your tax return with this RL-1 and Refile or adjust the return when the employer fixes the RL-1 mistake.

I was allowed to contact the CRA yesterday and got an answer. I’m sharing so others can benefit. Just take the amount on line E from the RL1 and add to line 22 of T-4 . Keep all supporting documents (RL1) in case of an audit.
My initial reply to your question was based on your information mentioned that your RL1 was issued by mistake.
