How come a refund is showing when no taxes were paid in.

I am doing the taxes for my babysitter.  How can she get a refund back when no taxes were paid in?  It's under working tax benefit.

It is possible that she is eligible for the working income tax benefit.  This benefit is for low-income individuals who have earned income from employment or business.  For more info, please see  http://www.cra-arc.gc.ca/tx/ndvdls/tpcs/ncm-tx/rtrn/cmpltng/ddctns/lns409-485/453-eng.html
