I am married with 3 children. My mom lived with us for 9 months in 2016 as a temporary resident of Canada with no income. Can i consider her as my eligible dependant?

You are not eligible to claim the amount for an eligible dependant for your mother (or anyone else) as you are married. This credit is for single taxpayers only.
