I have a tuition fee paid in 2017 and carried over. 1)does it go to 2018 fees or to Car Ovr and 2)do I file it to Gov, Prov or both (NoA from 2017 shows it in both)?

You will enter the fees as carry over amounts and enter both federal and provincial amounts in their appropriate slots.
