If my daughter is 20 years old, full time student and working part time. can we claim her as "other dependant" for medical and dental costs not covered by our insurance?

she is also been diagnosed with a mental disability but does not prevent her from relatively normal everyday living. can we claim her as a caregiver amount also?

Yes, absolutely.  And the costs of medical claimed on behalf of your daughter are reduced by 3% of her net income, rather than your net income.
