The blue bar is used as a guide to track your refund status. The bar will fill in as your tax return begins processing. When the blue line is complete, this means that your tax return has been accepted by the IRS and you have an estimated date. Please see the information below:

The blue status bar is all the way to the end the the estimated tax return which says 2-17-20 so what does that mean and what is the next step?

What TurboTax shows you is just an estimate based on the fact that many refunds are issued within 21 days of the return being accepted. The IRS does not update TurboTax on the actual issue date of a specific refund. If you qualified for the Earned income credit or Additional Child Tax Credit here is more information about the PATH Act delay, but keep in mind that the IRS site for Where's my refund, https://www.irs.gov/refunds is the final authority.
