What to fill TD1 BOX7 if I don't know SPOUSE AMOUNT yet?

My spouse is a university student but we don't know he is going to have some income or not for 2019 .Maybe he has time for part-time job ,maybe not.What should I fill in box7？

You should fill it out with zero income and if that changes, you can always request to fill out another TD1 form with your employer.
