Why would I not qualify to use the Canada tax credit ($250 from last years NOA) . I entered the data, submitted my taxes, now says CTC was removed from my submission?

If i can't use my CTC, does this mean I cannot claim the Ontario Jobs Training Tax? I meet all qualifications so am unsure why it was removed from my submission.
