Can I claim child care (preschool) fees if I'm a wage earner and my wife is a homemaker?

Child care must be claimed by the spouse with the lower net income, and can only be claimed against working income.  There are some circumstances where some of the child care may be claimed by the higher income earner...those are:

If the lower income earner was in school

If the lower income earner was hospitalized and/or bed ridden for at least two weeks

If the lower income earner was in prison.

If none of these situations occurred, then unfortunately you will not be able to claim child care.
