You cannot claim the cost of doula support during labour and after labour as a child care expense. However, you may be able to claim it as a medical expense on your income tax return. Please view the following link:

Doula's cannot be claimed as a medical expense either. A doula is not considered a medical practitioner by CRA's definition. This was discussed in a CRA technical interpretation 2017-0728281M4 Medical expenses.
