Can I netfile a return in behalf of someone else and still comply with the CRA terms and conditions?

Yes if you can Netfiling as long as you don't get access to their CRA accounts. If you want to gain access to their CRA accounts, then you will need to

create a "Represent A Client" ID to obtain proper authorization called T1013 from your clients to comply with CRA. 

 

You can use Netfile, and ask your clients to give you a copy from the NOA to get all necessary carryforward and RRSP information along with current slips.
