Can I use the fee as a deduction? My daughter is enrolled in Oxford learning. They provide tutoring services.

If the tutoring is required due to a learning disability or impairment of mental function, these fees qualify as eligible medical expenses.  A medical practitioner must certify in writing that these services are needed.
