First time filing for 17 year old, she has an approved DTC with CRA. She has no income so we don't want to claim DTC under her name. How to fill out the form properly?

Since your daughter doesn’t need the credit to reduce her own tax (as she owes $0), the "unused" portion of the credit can be transferred to a supporting parent. Yes, you absolutely can claim it as a parent. Since she has no income and you are the one supporting her, this is the standard way the CRA expects you to file.
