Often times the Disability Tax Credit (DTC) and other credits will make no difference on your tax refund because they are Non-Refundable Tax Credits. Because these credits are non-refundable, you don't receive a tax refund if they total an amount larger than the taxes you owe.
You also won't receive a refund if you haven't had any tax withheld from your income sources, as you can't be refunded taxes you have not paid.
