Yes, if you pay your dental expenses out of pocket, you can include it as medical expenses.

In order to benefit from the medical expenses you paid, your total medical expenses have to be above and beyond 7.5% of your Adjusted Gross Income AGI and you also need to have enough to itemize on Schedule A.  Until the sum of all your itemizable deductions exceeds your standard deduction amount, your refund won't change.  You have to meet BOTH two criteria in order to actually deduct on your Form 1040 line 9.
