As you have two children, under 6 years old, your limit is $16,000. So you are able to claim the full $10838 that you incurred in child care costs.

You will see that it asks for the names of all eligible children, regardless of whether child care was incurred for them or not. Then look at Part B...one of the determining factors is the number of eligible children, NOT how many children incurred child care.
