I requested from Revenue Quebec to adjust my income tax to include the non refundable tax credit for disability and they replied it is calculated at 20% of the credit Is

For the year 2006 and 2007 they calculated 20% of the tax credit approx. $400 for each year is this a mistake

Probably.  You only get 15% of the credit federally.  It depends on how much of the credit is needed to reduce the tax owing to nil.
