The medical expense tax credit is a non-refundable tax credit. This means that it can only be used to reduce your tax payable, and can’t create a refund. So if you have no taxes owing, then you can’t claim any of the credit. However, you may be able to use your medical expenses next year, since you can claim any 12-month period of expenses, as long as the period ends in the current tax year.
