Filing a prior year's Federal return

In 2017, I prepared my father's federal return, using TurboTax Premier Online, but I never filed it, for some reason. He is due a small refund, and the IRS has been asking him to file. I was planning to do that online, today. But, TT won't let me download the file (using my father's account. I am his power of attorney). The messages say that it's because I didn't purchase the right version on TT, which needs to be TT Deluxe or higher (I used TT Premier). Can anyone help me figure out what's going on? Could it be because I never filed (and that's when payment occurs?)?

You won't be able to file a prior year tax return by using a TurboTax online product past the filing season for that year. 

Please click the TurboTax FAQ below to learn how to file a prior year's tax return with TurboTax Desktop.  You will need to mail it in as the IRS does not accept e-filed tax returns for a prior year.
