I am filling my tax returns for the first time, and I do not get any federal refunds... Also, on my CRA sheet the step 6 is blank. Does that have something to do with it?

It all depends of the inputs on the return, its possible that the net federal tax is 0, you can review the tax summary form to see more details, or you can switch the to Form view and review the T1 form for more details.
