I am unable to submit my provincial tax return (Quebec) or print it to mail it.

I am experiencing some issues with my downloaded version of TurboTax.

First, I am unable to submit my Quebec return via NetFile—only the option to mail it is available. I have never had this issue before, and I’m not sure what’s wrong and I was able to sent to CRA.

Second, I am unable to print my return to mail it. When I click "Print and Mail Your Return," I receive a message stating that there are blank forms open that I don't need for my return and that the program needs to close them. When I click "Accept," I get another message saying:

"At the time of manufacturing this product, the government had not finalized all of its forms. You will require a final version of your forms prior to submitting your return."

There are no updates available, and I have been dealing with this issue for days.

I am unable to print my returns or submit my provincial return via NetFile. Please help me find an urgent solution.

Please try clearing any unneeded forms and then closing unused forms. You can find those options under Edit>Forms in the top menu in Forms mode.

All the locked forms will be unlocked and ready by the 20th of March, 2025, and you will be able to print/save/Netfile. We appreciate your patience.

Thank you for choosing TurboTax.

I've already tried cleaning and close the forms but nothing has changed.

It is April 24th and can still not file Quebec. This is my third return for an individual in Quebec. No issue with the first 2 but the third wont let me file. Spent over 2 and half hours on the phone with a TT agent and still no resolution.

We went through everything and still no solution. Any ideas other than paper filing?

Having exactly the same issue. I get this explanation, even though I chose "No" in the drop-down to indicate none of those situations apply to me.

You do not qualify for NetFile Québec for the following reasons:
Your Québec return cannot be electronically filed because you have indicated being in one of the situations which excludes electronic filing. Common examples of this are, in bankruptcy status according to the records of Revenu Québec, made support payments to more than four ex-spouses, paid foreign taxes to more than one country, etc.

@TurboTaxAniquacould you help?

I spent 2.5 hours with support today because I could not netfile Quebec returns. CRA netfile worked fine. Intuit had no clue what the issue was despite try this and try that and ultimately told me to print my returns and mail them.

I've used TurboTax for 15 years and never had an issue. Needless to say I'm very disappointed in the software and their lack of knowing what's wrong. There seems to be loads of issues this year.

Hi @stuartbrick and @El63 - thanks for adding to this! I'm somehow glad to know I'm not alone in this (+ with all the earlier notes here too). After seeing the posts here and being unable to launch the help feature on TT, I gave up and printed + mailed my QC forms. Of course I was paranoid they'd get lost so spent an additional $20 on ExpressPost. C'est pas fort !! Would be nice if someone from TT could weigh in here on what the problem is. Would also be nice to get the TT fees partially refunded. Being able to file online is, like, the one job of this software!

@phtala are you receiving any error message that prevent you to NETFILE? If yes, can you tell us, exactly what is this message or send us a screenshot. If you send us a screenshot, please make sure to hide all personal infos showing on the screenshot.

Thank you for choosing TurboTax.

Hello turbo tax admin,

I am getting the same issue as everyone else. Turbo tax has a glitch in the software. Something is triggering the error. Before filing in Quebec, there is about 20 questions to determine if you qualify for Quebec Netfile. Even though I say no, the next screen says I don’t qualify to netfile. I spent 3 hours in the phone last week. 2 people claiming they are supervisors called me to waist more of my time. I finally had to file by mail. Spending more money. A clear issue in the software as I file taxes for 2 other Quebec residents with no issue.

all I have asked is for a refund as I had to spend more money printing and mailing my return and the hours of wasted time. But no, turbo tax still refuses. And the worst part is every time I waste more time on the phone, the so called supervisor says they will escalate my case and someone else will call me, but then I get an email saying my case is closed! Nobody escalates anything or solves the issue.

been doing my taxes and 5 others for over 8 years and will be switching provider after this horrific experience with 0 resolution or help.

what a joke this company is

Same! Though I didn't bother trying to phone TT, given the terrible experiences recounted here. Just printed my QC return and mailed it in, paying extra for registered mail. Really frustrating experience this year!
