You may be trying to NETFILE when the service is unavailable. The Canada Revenue Agency (CRA)'s NETFILE service goes down for maintenance overnight for about 3 hours. The time of the outage varies depending on your time zone. this is the message I received:
You have indicated that one of the NETFILE excluded situations applies to this return. This return is not eligible for NETFILE. Common examples of this are, you are claiming foreign tax credits from more than 3 countries, an emigrant or non-resident, claiming SR&ED expenses, etc.
The only things on my 2019 taxes are EI; Pension; RIF income; charitable and medical deductions.
I have used Netfile for a few years with you, with no problems.
Please also let me know how to update the following with you. I moved from Canada to Germany in 2020. I have already notified CRA. I will remain a Canadian citizen. I tried to enter my new German address and phone number in my Turbotax profile but it wouldn't accept it.

You moving to Germany and updating your information with CRA is why you can't NetFile your return. You will need to print & mail it in. If your information did not change then you could have NetFiled your return and your refund be sent the direct deposit. In this case, you will have no choice but to click on Print to Mail your return.
Once you have printed out your return- you will change your address.
