My spouse did not have any income in 2018 and when I filed tax return with turbo tax I chose "My spouse/partner and me" for the question "Who are you preparing this return for?" However, when I finished and filed it there was only my name appeared for Notice of Assessment. In this case, do my spouse still needs to file it?

If you only received a NETFILE confirmation code for your income tax return, you will need to NETFILE your spouse's return as well.
