We're working hard to finalize these forms to align ourselves with CRA requirements, and we hope to have them ready soon.
You can see a list of Forms that still locked here: Why does TurboTax say my forms are locked or haven't been finalized?
I got the same message as this customer and when I look at the list of "locked forms that are still not available" from the link you just provided, I don't need any of those, so why am I still unable to send my return? Why is mine not available either? You need to give a better answer than "soon".
As per the CRA: The CRA is working diligently to update its systems to reflect the currently enacted capital gains inclusion rate of one-half. However, this update may not be completed when online filing becomes available on February 24, 2025. If you are impacted by this situation, you may avoid processing delays by waiting until the updates are completed in the coming weeks before filing your income tax and benefit return. The CRA will grant relief in respect of late-filing penalties and interest until June 2, 2025, for Individual filers and until May 1, 2025, for Trust filers, to provide additional time for taxpayers reporting capital gains to meet their tax filing obligations.
Thank you for choosing TurboTax.
How about Turbo Tax programmers figure out a way for people who don't use the missing forms to file their tax without waiting. Posting some canned answer from CRA is not helping.
@JBPicks Unfortunately, at this time TurboTax has locked forms, and the CRA is advising filers to wait.

I received the same messaging yesterday re forms being locked but (somehow) I was able to Netfile 2 returns. I received confirmation numbers. Does this mean they went through and will be processed or are they in the ether?
@RM1313 If you have received a Netfile confirmation it means that your return has been successfully submitted to CRA.
I agree! I have been able to file some returns but I have one with a T4FHSA (First Home Savings Account). Turbo Tax is telling me that the Schedule 3 Capital Gains/Loss forms is unavailable until the end of March. I do not need this form and it is in fact blank in the return. Turbo tax tells me the issue is with CRA but I beg to differ. Had a Turbo Tax support desk person go through my return with me and stated that I completed everything correctly. There is no reason I should be waiting for Capital Gains to be resolved when I have none to report.
@Russell44 Schedule 3 is still locked by CRA & RQ and not finalized by yet. Please refer to this link Why does TurboTax say my forms are locked or haven't been finalized?
We do not have any ETA on this yet but as soon a these forms gets finalize we will be updating them in TurboTax for an accurate calculations.
We appreciate your patience.
I understand Schedule 3 is not available. My point is I do not need it. I have no capital gains/ losses or declarations to make. My schedule 3 is blank. So why am I waiting for this. This is clearly a Turbo Tax issue. Why would making a claim for a deduction of FHSA require Schedule 3?
@Russell44 If you are not using any locked forms, we suggest you to contact our Product support team. They have access to tools we don't have here in Community, like screenshare to investigate this issue for you.
I did last week. I shared my screen we went through my file. The support person concluded I did everything correctly and should not require a Schedule 3. He said I will need to wait for updates to Turbox Tax Software to resolve this issue. No timeline is given. I know I am not alone with issue. I am skeptical that this is being addressed.
I understand that TurboTax is not yet recertified for the CRA, but I don’t understand why the system is also blocking my filing with Revenue Quebec. Other tax software providers are allowing this, yet TurboTax is preventing me from proceeding.
Unfortunately, I only discovered this after making my payment, which was a frustrating and unexpected surprise. I would appreciate an immediate resolution or clarification on this issue.
Please let me know how this can be addressed and whether a refund is possible, given that I was unable to use the service as expected.
Mine have been on this screen for the past 20 days.
Here goes my hope for a very early filing.
Is it a Quebec problem?
Do we have a deadline on when it will be fix. They don't give any way to fix it or if anything should be done..
Please see the list of locked forms due to capital gains in both federal and provincial (Quebec). You will notice a list for both the online and desktop versions.
Thank you for choosing TurboTax.
How can it be that E-filing is working at CRA but forms are not complete in software to permit printing and sending by mail?
When do expect the issue to be resolved? Refunds are sitting with the Gov. And it is March 9 BTW.
Will you send out email to subscribers to advise when these updates are complete?
I contacted support and they said they were currently working on the update.
They say it should be done during the week.
But it's on us to check.
This is brutal......March 9 and these forms are still not ready. When is this going to be fixed.
Any update on the capital gains form (downloaded version of TurboTax)? This is very frustrating...
No I was able to resolve my issue today by going into forms and clearing the form
@Russell44 Thanks for the update. Yes, If you are not using Schedule 3.Please try to close any open and unused forms. Select Edit>Forms>Clear Current Form, and then Edit>Forms>Close Unused Forms.
@richmk Schedule 3 is still locked by CRA and not finalized by CRA yet. Please refer to this link Why does TurboTax say my forms are locked or haven't been finalized?
