Why is Netfile not available for Death Returns when the guide T4011(E) Rev. 21 specifially states it is allowed?

According the the T4011 article netfile is allowed for a death return. Why then does Turbo Tax not give this option. Please check under Chapter 2 in the following link:

I'm very sorry for your loss.

Returns for people who have died can be filed electronically through the E-File service. E-File is meant to be used by tax professionals, such as accountants, and you must register with the Canada Revenue Agency (CRA) before you can use it.

TurboTax is meant for individual taxpayers, and so only NETFILE is available to use to submit tax returns. NETFILE can’t be used to submit tax returns for people who have died during the tax year or the year after. You can see the full list of specific situations that prevent you from filing a tax return through the NETFILE service on this Canada Revenue Agency (CRA) page: File your taxes online: NETFILE eligibility - Canada.ca

Thank you for choosing TurboTax.
