Why will new computer not open old tax files? why won't tax year 2016 cd load on new computer?

Previous computer was a Vista platform and old tax files were transferred to new windows 10 computer. Software was loaded from CD's originally.  Tried to load from CD again but will not load. I see files in new computer but need a program to open.
