Where do you enter car allowance? Someone uses my car for business occasionally and the government allows $.55 per km for the first 5000km. Enter km driven or the amount?

Do you pay someone an allowance, or do you get the allowance? The per km amount is only if you are an employer paying the allowance to someone, or you have an employer who pays you an allowance based on that rate. If you are self-employed, or an employee that is reporting auto expenses, then you need to report actual expenses incurred.
