Is line 119 included in the working income tax benefit calculation?

the turbo tax program seems to be adding line 119 into the eligibility calculation for the working income tax benefit. The CRA guide says to use lines 101 and 104.

I applied an amount on line 119 and it did not reflect anything on line 453, go back have a look at your numbers again.

Line 119 of your T1 is box 14 of the T4E – Employment Insurance and other benefits. This amount may include benefits earned in the previous year but paid in the year shown on this slip. Box 14 includes the amounts shown in boxes 15, 17, 18, 33, and 36. This amount is transferred to line 119 of your T1 General.
