Need help getting this done

I’m trying to do my taxes first time filing I filed for 2016 till 2019 won’t let me sent it in 

If this is your first time ever filing a Canadian return, you will need to print and mail in your return. This means that CRA doesn't have any of your information on file. Once they do you will be able to NetFile your returns if you are eligible.

Turbo Tax won't let me NetFile the Quebec return saying it is due to not being a resident of Quebec on Dec 31 or not currently a resident of Quebec. BUT I was a resident of Quebec on Dec. 31 and I am still a resident of Quebec and I selected that in the software. My MAILING address is in Ontario but I did select that I am currently living in Quebec - and I am. So why won't the software recognize the information I have provided?
