2023 desktop version will not install,claims i need .Net framework 4.5.2 but i am running a newer version. Have run repair tool and nothing works. looking for help.

Yes, you would need 4.6.1. You can download the installer from the Microsoft website https://www.microsoft.com/en-us/download/details.aspx?id=49981
