Can I can claim my father as a dependent (who I supported in 2021) and who only had T4A income through a benefit program?

He has not been able to work since Covid as the company he worked for went bankrupt and no other jobs were available.

Not unless he had a physical or mental impairment, and dependent on you.

As per CRA:  An individual is considered to depend on you for support if they rely on you to regularly and consistently provide them with some or all of the basic necessities of life, such as food, shelter and clothing.
