TurboTax doesn’t use EFILE, it uses NETFILE. EFILE is for professional tax preparers, while NETFILE is for regular people.
But yes, you can NETFILE returns from past years. The CRA is currently accepting returns from 2016, 2017, 2018 and 2019 via NETFILE. Any returns from 2015 or before, you would have to print out and mail.

If you have a Windows computer, then we have TurboTax CD/Download available for tax years 2014 to 2019.
