Do you claim lowest return airfare for one person if a family is taking a trip for vacation? Or lowest return airfare for all members combined?

If you are taking a family vacation- you can't claim the airfare unless you are flying for work purposes, then you will claim the flight for yourself. You will need proof to show CRA that your flight was for work purposes if they ask for it.
