I am filing taxes in Quebec for the first time but it will not let me file without a 2016 or 2017 Quebec notice of assessment number?

When I was filling out my return, I answered that this was my first time filing in Quebec but it still asks me for a Quebec notice of assessment number, and it will not let me move forward without entering one (which I obviously do not have). I tried answering that I need to sign up for Revenu Quebec and entering my other information (like banking) but that didn't work and then I tried calling Revenu Quebec to do that over the phone and clicking that I am already signed up for Revenu Quebec but no matter what options I choose it prompts me to enter my notice of assessment number.

When you are being asked for your notice of assessment number it's because Revenu Québec needs to identify you.  If it is your first time filing in Québec you need to print to file by mail, next year you will be able to use the NetFile service.
