Premiums that are paid to private health services plans including medical, dental and hospitalization plans are considered to be eligible medical expenses by the Canada Revenue Agency. However, to be able to claim medical expenses for a dependant (that isn't your child), the dependant must be a resident of Canada at some time during the year. So if your mother isn't a resident, then you can't claim the expense for the super visa insurance on your tax return.
