I can see my 2018 return in progress and my current refund but when I press Continue it prompts me to start a new return rather than edit my current return.

Which version of TurboTax are you using? Is it Online or is it the CD/Desktop edition?
If this doesn’t work, try using a different
browser. If you are on a mobile device, please try using a laptop or a desktop
