I only have 1 business. Why do I have to pay for 2 self employment returns? One self employment and one personal return is what I did. Not 2 businesses?

Does a personal return cost $60.00, the same as a business return?

If you are preparing your returns together with a spouse, then both returns are in the same file, so both will be using the same version of TurboTax. So, even if only one of you is self-employed, you'll both be using the self-employed version, and will both be charged the same.

Also, unless your business is incorporated, then your self-employment income goes on your personal tax return.
