I want to transfer income tax deducted from T4 to Quebec. Previously their was a line where we could transfer 40% of the Federal Income tax paid to the Quebec

Under the "Provincial" tab > "Other Quebec Credits Profile" > the "Tax transfer for Residents of Quebec".
