If both our names are on a t3 do we need to enter income spliting to start with

If you are referring to the Tax On Split Income (TOSI) question that you are asked about in the initial interview of TurboTax, you can answer "NO" to this.

On the T3 entry screen, here is where you will specify the percentage of your T3 investment that relates to each of you. And you only need to report this on one spouse's return.
