Is Intuit now charging per return using only the online version of TurboTax for 2021 tax years and forward?

You can still buy the TurboTax Online 8 pack, it is just called "Deluxe", instead of "Standard" now. You can find it on our website here, or you can visit one of the retailers on this page to buy a copy.
