My dad pays child support payments directly to me. Do I claim this as other income or does my mom claim it as other income?

It depends on the child support order but in most cases, the parent claims the support payments.

Child support is not taxable income but it must be included on the tax return. Enter the full amount in the first blank on the Spousal and Child Support Payments Received page (Income Tab - Other Income Sources). For the 2nd question (Enter the portion of the above that is taxable.), leave the amount as 0.00.
