My landlord sent me a document called RL-31 and said I could give it to my accountant for tax reporting. I want help on this matter.

I don't know what I have to do.

RL31 is a rental form which if given to you by your landlord. RL-31 slip is to claim the solidarity tax credit, if you are eligible. Therefore, yes, you would want to give this to your accountant or whomever is doing your income tax return.
