On the Secure checkout page it states "This is how you’ll pay for TurboTax. You can choose how you want to pay your taxes due later." Does the last sentence mean I owe?

Yes, that is what it sounds like- If you look on your return on the left hand side if you are using TurboTax CD/Download click on Easy Steps and you will see if it shows Tax Owing or Refund.
