Paid for my turbo tax service, but when viewing the CRA Notice of assessment, there is a Refund Transfer of 198.50. What is this amount for? Paid Turbo Tax already.

If you are seeing a "refund transfer" when looking at your Notice Of Assessment (NOA), this will have nothing to do with your TurboTax payment. CRA has transferred a portion of your refund to a debt owed to either CRA, a benefit program (GST, CCB, etc) or other Federal or Provincial program. You'll need to closely read your NOA and you should have an explanation in there saying where this money has been transferred to.

If you cannot determine it from your NOA, you can always call CRA's General Enquiries at 1-800-959-8281
