Please advise if i need to create a return for my son who turned 18 in 2015 and earned 3,957.00 in 2014? the company he worked for issued him a T4.

Yes you should either create a return for him, or better yet encourage him to file himself.
Anyway he will possibly get a rebate and if nothing else build up some RRSP deductibility for the future.
