Purchasing Turbo tax from Intuit's website

Hi,

 My son recently did his taxes using turbo tax purchased on the website. He had to use the deluxe version due to unemployment he had received. This cost him $40.00. For just the federal. Then when it came to needing the state they charged him another $40.00 for the state. This baffles me because I bought the same version from best buy and I received the federal, state and free Efile. Hold on it gets better when he E-filed they charged another $40.00 . He paid a total of  $120.00.  Has anyone else experienced this unexpected manipulation? In my opinion this is very sketchy business practices.
